Every organization with sufficient rights (scope gipod_mh_write) is now be able to modify a mobility hindrance.

An organization is able to take over the management of a mobility hindrance.The new manager organisation id must be specified via the OwnerId patch-key in the PATCH request body.

The set of results now also contains deleted resources.
A new property is added to indicated the deleted state of the resource.
